Of course you can. Go for the interview, if you don't get it, you have another job lined up. If you do get it, tell the other company straight away so they still have two weeks to find someone!

Out of interest, does anyone know if the notice period only kicks in from the first day of employment?

Strictly speaking they can ask you to join on your start date and work your notice period
But that is never ever enforced

Yeah go for the job - and if you get the other one then quit and go for the other one - It might not seem the nice thing to do but its an employer market and they'd screw you just as fast - do whats best for you is the best motto!

Reading back at what i wrote it doesnt even read like english -

But yes go to the interview - if you are offered that job and you like it more than the one you've already been offered then go for it - and just give the job you start in 3 weeks a dear john email

After reviewing your job offer I regret to inform you that you have been unsuccessful in your attempt to hire me.

    Thank you,

    XXX.
