Who is the Irish Taxpayer?

Right, I read sometimes opinions of people who get very hyped and excited about how do the Irish government spends taxpayers money, foreigners taking money, recent article about CHB paid abroad, etc (add related whining of your preference)...

Help me understand: Is the "Irish taxpayer" an Irish national person who's grandfather's father was born here, pays taxes in Ireland and "buys only Irish" or in fact anyone who pays taxes in Ireland?

Let's look at this example: a French man is French - he isn't Irish. But he lives in Ireland for the past 5 years he's been paying his taxes in Ireland. Is this chap considered an Irish taxpayer or French taxpayer? Is this to do with the nationality of the taxpayer himself or the country where said taxpayer pays taxes?

Very basic logic makes me think that the Irish taxpayer is EVERY man, woman, business or other civil/military/religious/etc. body that pays taxes in Ireland, hence I don't understand why is there so much grief about foreigners using "taxpayers money" - it's their money, same as the Irish, because they are the very same taxpayers.

    Prove me wrong.

If you spend or earn any money in Ireland then you are an Irish tax payer. If it's taxable and your in Ireland then your an Irish tax payer. Nationality dose not come into this..
