AIL rugby structure

What the general view and opinion on the AIL rugby structures? I don't see the point in having a 1A and 1B title, divisions are either top tier or second tier, there's no point in fudging the issue.

Division 1 should be the top 10 teams.
Division 2 the next 10 teams.
Division 3 split regionally 8 Northern Section & 8 Southern Section.
Division 4 split regionally 8 Northern Section & 8 Southern Section.

Top team in Division 2 promoted automatically.
Second placed Division 2 team taking on 9th from the division above in a neutral venue play-off.

Top team of both Division 3 sections contest a final for the Division 3 title, with both promoted automatically. Second placed teams in each section play-off with winner taking on 8th Division 2 in a promotion/relegation play-off.

Top team of both Division 4 sections contest a final for the Division 4 title, with both promoted automatically. Second placed Division 4 North taking on 7th Division 3 North in a relegation/promotion play-off. Second placed Division 4 South taking on 7th Division 3 South in a relegation/promotion play-off.

8th placed teams in both Division 4 North & South contest a relegation final. Defeated team relegated with winner of the provincial junior league winner's round robin competition promoted to Division 4.

For what it's worth, I think it'd be the better way for the AIL to go. It needs a proper structure that will gain respect. The fudging of A and B sections doesn't really wash with the public. It'd be a good pyramid structure of provincial junior rugby, then two regional divisions and then the two national divisions at the top.

Division 1 teams get certain privilidges regarding international tickets so the clubs pushed for more 'division 1' clubs in order to agree with some structure changes a while ago.

I think there should be playoffs. It got a couple of AIL games on tv which was good for exposure for the league.

They might need certain priveleges but fudging 1A and 1B isn't good for the exposure of the league. One is top tier and the other is second tier. They are not doing themselves any favours.
Divisions don't always have to be called 1 and 2. There the top 14 and Premiership. Surely there's a name that could be given to 1A emphasing it being the top tier and another name for 1B. Regardless, having divisions 1, 2, 3 and 4 is more identifiable than 1A, 1B, 2A and 2B. Surely someone in marketing can work on that?
I'd agree with bring back the play-offs for the top division. I wouldn't be too sure about the lower leagues where promotion is involved.
