So how exactly is this different to say, primary teaching in St. Pat's or Mary I?

All of the colleges of ed. have a Gaeltacht entry route, to allow increased access for native Irish speakers. The course would be exactly the same as the normal entry route into primary teaching in NUIM/Froebel, only you get in on reduced points.

Ah, so it's only for native speakers, I see. Thanks so much for the help! :)
