Window vents

How's it going, just a quick question with regards to window vents (apologies if wrong thread). I have double glazing in the house, the sitting room has two open vents (non-adjustable). There is an open fire in the room, i know there is a need to have ventilation in the room, but would anyone know what the regulations would say (or where to find said regulations) about putting adjustable vents on instead. These may not have to close but just to reduce the draught coming through coming into the winter.

    Thanks.
