As a public body they would typically sell off property by public tender or if it was a mixed lot (e.g. end of life vehicles/lost property etc.) they would engage an auctioneer who would be told he could only offload the goods via public auction.

Not sure where you'd start, your post suggests that you're interested in a quarter acre plot somewhere. You could mail them an offer but they wouldn't be able to sell to you without some kind of transparent process which in the case of land would need to be either a public auction or a sealed tender bid.

Unfortunately you may find that the people involved might just decide to do nothing rather than have to do their job go to the bother of writing a tender document.

They have a very efficient legal department - at Heuston last time I dealt with them. Suggest you contact them.

All the land is owned by CIÉ, not Irish Rail. http://www.cie.ie/our_services/group_property.asp

I suspect the office you are looking for is on Sherrif Street at the back of Connolly Station.

Best thing to do first would be to phone them - I think (01) 703 2000.

A statutory body would have to advertise a property publicly ( even if you approached them about a plot and they were willing to sell it) if the market value of the property is greater than 150 000 euro.
I'm going through this process with another state body and I'm dealing with the bodies property manager.
