Finally decided to get off my arse and get a license but I don't have clue how to go about it. I know I have to start with the theory test and was wondering if I really have to buy the book/cd rom - can I study the rules online? When I pass the test then what? I've been told that I need to pay for lessons with the testing people - is that true? I'd appreciate any help!

You can study all rules online, as RSA provides "Rules of the road" book online.
That won't obviously guarantee you passing theory test, but you will have big chance.
Generally, plenty of questions instead of checking knowledge, are just checking your smartness.
I'd say without knowing any rules of the road, every intelligent person should be able to answer at least 70% of questions correctly.
As well instead of buying book/cd you might download it, but that not going to be legal, as this is copyrighted.

After passing the test you go to motor tax office and apply for driving permit.
After you get it, you find a driving instructor and do 12 hours lessons with him within 6 months, after which you can apply for a driving test.
If you pass you driving test, you get your licence.
    That's it.
