M Phil to PhD...in a different university

Hi all, I am a bit confused on this one. I have fallen in love with London and have decided I want to move there when I finish my M Phil in September. I have always wanted to do a PhD...would I be able to convert my M Phil into a PhD in a London university, even if I am doing the M Phil in Dublin?
