Sand & lime between blockwork and masonry

    Hi
    My cowboy/idiot stonemason made a balls of the stonework on my house, he did not use the wall ties in parts of the walls which have now bulged out and needs to be taken down again and rebuilt.
    He used a dry sand /lime mix between the outer block leaf and the masonry , is this right or should he have cemented the masonry to the wall?
