Fuel allowance means test? Savings counted?

Can anyone tell me how it's decided if you can get fuel allowance? I thought it was automatic for those on OPF and JSA etc but I noticed that on the form it wants to know about savings of everyone? My mum was hoping to apply as I'm a student but I'm worried the money I've saved for college may stop her entitlement?

    Cheers :-)

Yes she is, just me and my little sister in school. I'm moving away to go to college now but have money saved in a current account to put myself through college.
