Damaged double glazing frame

We had an extension put on recently and are quite happy with al the work except that one of the frames on the double glazing has some damage to it. It has about 3 or 4 holes at the join with the sloped piece of the frame that touches the glass. The contractor said he would lave i looking like new but it just looks like he has put some kind of filler into the holes and filed down the edges of the holes.
I am going to ask him about replacing it and just want to know a few facts before I talk to him.

Is the air tightness of the window compromised?
Could this lead to condensation or even rain collecting in the window at some stage?
Is it a big job to replace a section of the frame on a double glazing window?
Should I withhold my final payment until this is corrected?

Whatever you do dont pay the balance of any monies due. If you have a couple of pics maybe you could post them up.

    hi.
Talk to your buider again. Tell him you are not happy with the way he fixed the window. Tell then you wish to have it replaced as you are not happy. Do not release any monies until the job is complete. Keep your cool and confirm in writing as well as speaking to the builder. This will give you a small lever for further reference if you need to do something more drastic at a later stage to get results.
