is it normal to receive a fine?!

Well, in general, if you dont pay for the items, you dont get them...

You shouldve mailed the seller explaining you didnt want them and given him some BS excuse as to why..

As far as I know you get some mark on your account, I know a friends account got cancelled for doing it a few times!
