Looks like one of the extra tool bars that are installed by the manufacturer by default. Check the add/remove programs for the manufacturer programs and uninstall.

It does look like a manufacturer toolbar that they install for you thinking it's helpful but ends up being really annoying.

Try going to Programs on your Start up menu - click on Toshiba then open "Utilities" and then click on "Settings for Flashcards" and then select "Disable Flashcards".

If it's the toolbar I'm thinking of that should work.

It is. I hate when new pc's\laptops just get a f*ck load of "bloatware".

Ccleaner will allow you to delete or temporarily disable the registry entries that load these things at startup.
if you install this app you will use it over and over again.
    Look in the tools>startup section.

    1. Go to Start -> Programs (Applications)-> Toshiba and search then for something which should be called "flashcards" or similar. There should be some setup to adjust the settings for the flashcards-bar which is on the top of the desktop.

there should be an option to disable it!!

Looks like this will do the trick

    1) Start.
    2) All Programs.
    3) Toshiba.
    4) Utilities.
    5) Setting for Flash Card.

You should have settings to disable it.
You could also uninstall TVAP (Toshiba Value Added Package) if you dont use any of its features.
