Offering proffesional contracts

I started a new game in FM11 and I'm experiencing this problem. Professional contracts are being offered to youngsters on my team when they turn 17 regardless of ability. In previous seasons with different teams I'd always be the one to choose, but now I'm not getting that option anymore. Any ideas how to resolve this?

Go into "Team Settings" and I think their is a setting in the U-18's tab that stops the assistant manager dealing with contracts renewals.
