When people count how many Putts they made do they include just the ones they made when on the green or all putts. For example my chipping is so bad I will put from 10yds off the green if there is nothing to go over should all of these be included in my putting stats as they would be chips for most other people.

In a word "no" only count the puts on the putting surface !

I keep a record of short game and long game shots. Short game shots are all putts and chips.

If I'm just off the surface and would never even consider chipping it, I'd count it as a putt but if I was more than a few feet off it and it was a realistic option to either chip it or putt it, then it wouldn't count as one of my putts.

On the pro tours they only count putts that were on the green. If it's good enough for them then it's good enough for me.

I count putts taken on the green and the apron, but this can be very misleading like you say. Miss all the greens, chip it close and your putting stats look great!

What I do as well is write down the length of the putt holed on each hole. So if you hole a 6 footer at the first that's 6, a tap in at the 2nd that's 1, 3 foot at the third that's 3, etc.

Add these up for the 18 holes and over the space of a few rounds it gives me a good idea of how I'm putting, alongside the total number of putts taken. Unless I'm sinking some decent putts, this number will not go up, irregardless of what the rest of my game is like.
