Running a lottery (hypothetically)

    Let's say I wanted to run a small lottery amongst me and some friends where we all buy a "ticket" (its not really a ticket in this case but not important) and there is a guaranteed winner who takes all the money. This is on a small scale, but let's say I wanted to make money on each ticket by requiring an "entry fee" of sorts from each person. I'm assuming this is illegal, especially if it was to expand and include people other than friends. But I've heard of work places having these kind of in house lotteries where someone is guaranteed to win each week, let's say where all the employees choose a card from a deck and whoever's card is picked wins all the money. So, the part i'm wondering about is, is it illegal to run a lottery scheme of any kind without regulation or is it just when somebody other than the entrants makes a profit off it (i.e me)

    If, like I assume, it is illegal, then how would one go about getting licensed? I read that you can set them up if the proceeds go to a sports club or other societal purpose and not into someone's pocket, so is it out of the question altogether to think about making money off such a (hypothetical) venture.

    I apologise if parts of this don't make sense it is very late and I can't really think straight.

    If people know anything about this stuff I'd appreciate it, and I'm sorry if this is the wrong forum but I don't know where else to post it.
