Hair Vouchers and the HSE

I'm risking accusations of racism by posting this I'm sure, but right now I'm being fuelled by indignancy at the HSE - nothing else.

I'm finding it incredibly difficult to jump through the hoops of HSE's bureaucracy to get a GP visit card (several times the application has been erroneously returned to me), which I'm more than entitled to as I make only just over €300 a week.

Anyway, I was voicing my discontents to a family member, when they told me (with equal indignancy) that they discovered via two sources working in the health service that the HSE give out vouchers of €150 per month to African immigrants to get their hair platted (as it's a cultural right, or something of the sort).

I could hardly believe this. My natural reaction to it was "WTF!!! Are you serious?" But apparently this is true.

Let me just reiterate - I'm angry only at the HSE for this (not at African people, who are only the focus here incidentally), as it does seem like extravagant generosity in times of serious national poverty.

And what would be the parellel of an Irish community getting this kind of treatment abroad? Free pints, as it's our cultural right to be drunken paddies? (sorry, I know I'm being unfair here - I couldn't resist a little facetiousness). But seriously, I would really like to know peoples' reactions to this.

Me neither, if anyone can corroborate this story, please PM a AH mod and thread will be opened again, this time not based on hearsay.
