I am thinking about buying a 02 or 03 passat tdi. Which BHP would be the best to go for ?

I had a '01 130bhp version. It never felt short on poke and the low down torque was great. Not sure if the lower bhp versions are in a different insurance bracket if cost of running is an issue for you.

the 130 bhp are all imported and have the red di on the boot right, so how come you can get 100 bhp with the red di aswell?

I'm guessing through the cunning purchase of a "TDi" badge

    I drive a 2005 highline estate with 130bhp.

It's far from a rocket but it is a decent car - hard not to average over 40mpg even when driving fast.

I like the highline - has leather and heated seats and a few other bits which are nice to have.

If possible get a 130bhp. I cannot imagine it will be much more expensive or that the insurance will cost much extra either.

Get a 130 bhp but check it out properly. Dont go by the badge on the back.
Around 2002, the basic 100bhp came with a TDI while the 130 had a TDI. The 130 were not all imports.
