    Yes they can, but probably only a small bit.

    Yes... and often get stiff as the inner might rust.

    As already answered,yes.Thats why theres a slack adjustment at either the clutch housing or handlebar bar or both.

    Be careful about oiling the cable. Quite often the cable is fitted with a nylon sleeve and if oiled the nylon sleeve expands and makes the cable movement even more stiff. Just a drop around the pivot points and the exposed cable area is all that is needed.
