Lets say you have a track car that you want to drive on the road and the seatbelt brackets are cut out can it pass an NCT with Harnesses in place providing the harnesses where E marked and what not ?

Then it's not a track car.

AFAIK if it has a seat and it was designed with seatbelts they need to be fitted. Not sure how they react to a harness, but since a full harness is safer then seatbelts it should be OK. From the NCT site
    6. Seat belts and clips are fully visible.

Someone has posted the full NCT checklist before, do a search and that will give you the definite answer

Seen a few cars with harness in them and they never had hassle.
