advice on sinking driveway

Hi, we have a front driveway that has been gradually sinking over the last two years. Our house was built in 1984. Next doors driveway is subsiding as well. We thought it might be because of a leaking drain, but the Council have carried out some tests in the area and have said that this is not the case. Our insurance company have told us that in order for them to confirm if we are covered to have the driveway replaced/repaired, then we need to find the reason why it is sinking. We are not sure whether to get a civil engineer or a builder to investigate this for us. Any suggestions or advice would be greatly appreciated. Thanks!
