How do I go about getting perrmision to lay a mooring for a yacht probably in Cashla Bay off Stuthan Quay ? Also does anyone know if theres anyone around that can supply and lay the ground tackle?

Galway County Council would be the people to contact about this. I'm not familiar with the planning process for moorings, but maybe if you ring them they'll tell you what you need to do. They have a 'marine' section on their website with info on mooring locations and bye laws etc.:
