Are parents legally responsible for the kids behaviour in a housing estate. If the kids break plants in a garden that cost a lot and the council will not do anything can a legal letter have any effect?

In short, no, parents can't be held liable for their kids actions in this context. A legal letter would have no effect other than to potentially scare the parents into controlling their children's behaviour. If there are issues with someone's children, the first port of call should be to the parents of those children rather than to a solicitor.
