    Didnt want to hijack another thread, but been wondering about this one for a while.

    Everyone leaves out their bins, lid fully closed, handle facing outwards, as we are asked, on the pavement.

    Bin man comes and empties it - but then leaves it ON the roadway.

    Is this legal? If a cyclist or motorcyclist hits the bin and gets injured, discarded on the roadway, surely the council is liable? Depositing foreign articles on the roadway maybe?

    I'm sure there must be something.

    We have all seen emptied bins just discarded on the road - I know I have.

    Panda never do it where I am, the council bin trucks on the other hand have been known to just leave them in a clump at the top of the road.
