Start at your local or nearest County Council motor tax office where all the forma and information are available.

You should apply for a theory test and then apply for your learner permit as you will not be issues the learner permit without first passing the theory test.

    theory test info

    learner permit info

Theory Test first, minimum needed to pass is 35/40. You receive a competency certificate having passed. This cert is valid for 2 years if you don't apply for your first provisional you will have to sit the theory test again.

Secondly, You go to your local/nearest Motor Tax Office, You hand in the above cert when you apply for your First Learner's Permit. Fill out the 'blue First Learner's Permit Form', form of ID either birth-cert or passport will do, 2 passport photographs, completed eye test done (bring form signed and filled out by GP/Eye Specialist like in Specsavers, you might need a medical form completed and a letter stating from your Doctor you can drive if in the case that you have any kind of medical condition or disability you need to declare this.

First learner's permit is valid for 2 years. You then get a 2nd Learner's Permit, valid for two years but you have to sit the test before it expires, you won't get your third learner's permit unless you have applied for your test or done a test and failed it. Valid for 1 year if you have applied for test, valid for 2 years if you failed test. You can have your learner permit for 5 years but if you do not drive in the meantime and let your licence expire to 5 years you will have to sit your theory test again as your licence be already invalid but you can hold onto it up to 5 years then you will either have to renew your licence before the 5 years is up or sit the theory test again if it gets to 5 years or more.

You can get your learner's permit issued on the day you go to the motor tax office they process it there and then and you get it instantly otherwise post the forms and the other essential things to the Motor Tax office and you may get it in the post within 10 days aprox depending how long it takes to process it.

Complete your 12 Compulsory EDT Driving lessons with an ADI qualified Driving Instructor.

Once you have done all that and you are ready you apply for your driving test, do that, if you pass you get a cert of competency, valid for two years but best to just get your full licence straight away.

The main thing when you are starting to learn is, read the rules of the road, practise in the car the basics while car isn't on. Practise the gears and pedals. When you are confident enough start off moving the car a little, get used to manoeuvring the car and the controls. Practise your gear changing, the pedals especially get into the mode of getting to 'biting point', clutch and brake control is very important, braking/stopping, reverse.

Good luck with the driving OP.
