refuse bins left on road-Must they be removed?

    A neighbour leaves his two refuse bins on the public road 24/7.Carries waste to black and green bin from his house.Any law/bye law/rule/regulation requiring householder to take bins in when emptied?

    Good question,and afraid i do not know the answer. You could ask your local authority. Often wondered what would be the case if someone fell over a bin left on path overnight

    I think most local authorities have adopted or at least proposed "Waste Presentation" bye-laws to prevent such a circumstance.

    Dun Laoighaire/Rathdown
    (d) All appropriate waste containers and any uncollected waste shall be removed by the holder from a public place not later than 10.00 a.m. on the day following the approved time (i.e. the day following normal collection day).

    Can you reference the relevant section(s), I can't seem to find anything that prevents you keeping a bin at the side of the road in that act. Thanks.

    would love to know if anyone knows what Kildare County Council's view on this is? my neighbours always leave their bins out for days after it's been collected - and always outside MY house!

    Also, my bins aren't collected by the council and we're told the collection will be between 4am - 4pm. Can I get fined if my bin is still out after 10am if KCC enforce this litter bye-law?

    You could always move the bin so it's outside their house.

    It's the day after collection is due, not 10am on collection day. AFAIK there's also a bye law about not putting bins out days too early, this is the link to South Dublin's Bye-Laws for the Storage, Separation at Source, Presentation and Collection of Household Waste 2007.

    7. PRESENTATION OF WASTE FOR COLLECTION


    a) Waste must not be presented for collection before 6.00 am on the designated collection day.

    n) An approved waste container shall be removed by the holder from the prescribed place within 12hrs of the designated collection time


    For the OP

    In Part 2, section 4
    (f) Waste containers must not be stored on a public footpath or in any other public place.

    If you check you local CC web site it should have similar bye laws

    So, it's actually illegal to put your bins out the night before collection day? I wonder how much the Local Authorities would make in fines if they enforced that bylaw.
