Scum throwing stones

    If a man or woman was out minding their own biz walking their dog and a local 16 year old scumbag starting throwing stones at them could the dog walker take a case against the scumbag or his parents ?

    You can report it to the Gardai as an assault. If you know the people involved, the Gardai can issue a summons against them.

    very unlikely to catch them ....

    but if you see them alone sometime - no harm in letting them know you know what they did.

    Of course you can take action against the offenders - reporting them to the Gardai is the first step.
    You can whistle dixie about holding the parents liable in practice though.

    Yes but to be awkward I'll suggest that in these circumstances the best form of protection is to run away ?
    Usual rules about self-defence apply.........

    Yes, if the person in question is roaming with his dog in a civilized manner without hurting anyone than the 16 years old scumbag should be liable for punishment under the law.
