Cannot tax a car that you do not own, basis in law?

    Just a question I thought I'd ask on here... Recently I bought a used car from another party. I got insurance cover and went to tax the vehicle (had sent back the change of ownership form which has still not been ammended and returned to me). When I tried to tax the vehicle, I as told this isn't allowed as you have to be the registered owner to tax the car.

    Just wondering is there any basis at all in law for this rule or is it just petty PS rules I'm running into here?
