A PLC course is FETAC Level 5, which is the same level as the Leaving Cert. Some courses are run in Further Education colleges and some in secondary schools. They can be used to gain entry into 3rd level courses through the CAO or as a stand-alone qualification.

The terms 2nd and 3rd level don't really apply here. It's about whereabouts on this framework a course is. Technically FETAC Level 6 is the same as 1st year in an IoT, so I suppose it's 3rd level and some of these courses will lead you into the 2nd year of an IoT course.

VEC run PLC colleges are considered by the VEC to be second level. It is an administrative designation.

Another way to look at it is FETAC is Further Education, IT colleges and universities are Higher Education (third level).

You can use a FETAC qualification to get you into Higher Education. Level 6 is regarded as equivalent to first year third level, but that does not make FETAC (Further Education and Training Awards Council) third level.
