Is your mare completely headshy or just shy of her ears?

How does she react to having a headcollar or bridle put on her? Is there any way you could try put it over her head when you're putting a headcollar on?

Otherwise you could just try get her used to it by putting it over her neck (without putting it near her head) and gradually moving it up towards her ears from her withers. Likewise you could try putting something over her nose and lower face without going near the 'top' of her head or ears. And then gradually try putting it on over her head.

Whatever method you use, make sure that you take things slowly so as not to rush or upset her and make things worse.

Thanks so much for your post! :D

After some bribery with apples and slow moves she was more than happy to have the rug on. She's such a funny mare :D She now looks like a proper war horse!
