Why is there not a student-loan system similar to the UK?

    Given that registration fees have risen close to the cost of tuition fees in England (before their recent increase), why is there not a similar loan system where the money is paid back once the person starts earning?

    The month of September demands students to pay registration fees, deposit + rent for accommodation, expensive books and other associated costs, as well as it traditionally being an expensive fortnight/month in terms of going out, and before anyone scoffs at this last one, socialising does play a large part in a young person's development and most new people are met in "freshers week" etc. Some student village type places even demand their tenants cough up the entire yearly rent in one lump sum, which is absurd.
