I can honestly say I have never heard people use the terms unless they were quoting the movie, so I would have a little doubt about this statement.

Zion is really part of the matrix too, that's why Neo "develops" the ability to use his powers. It's just a part that shows them a desolate wasteland to stop them realising that the rabbit hole goes alot deeper than they imagine.
