    It's a camera to detect if traffic is building up, so the length of the green light phase can be adjusted to keep traffic flowing as much as possible (e.g. at 5pm, there may be a lot more traffic moving one direction so the green light is adjusted, compared to 9am, where they are moving a different way).

    But you already know this from your thread in motors!
