I want to give my dad my iphone, so he can use the Tom Tom app which cost me about €80, is there anyway I can give it to him with the app and delete everything else that's mine off the phone.

Just do a restore and only add the TomTom app via iTunes, everything else will be wiped.

Excatly do a reinstall and start the device as a new phone rather than restoring from a backup.

Run through the normal steps to setup phone, then once done install the app(as you paid for it it will be available for download from your itunes account for free again, you can ignore the fact it will have a price in the appstore!).

Thanks, but If I set it up as new phone with just that app and he sync's it with a different itunes will it delete the app.

I might just give it to him as it is with all the apps if I could find a way to delete all my numbers and emails from the phone, any simple way to do this?

I'll be using an iphone again when the iphone 5 appears so will want to restore my own then, less the tom tom app.

AFAIK the app will transfer to his computer. He won't be able to update it without your iTunes Account password.
You can still use the app again on a new iPhone.

No, you can have apps from different iTunes accounts on the one phone. It won't delete any unless you tell it to delete. The only problem will be that it also won't update unless you sign in with your details to update it, but those big apps don't update too often, so it should be handy enough to do a couple of times a year.
