is it possible to get the dole

my friend is moving to ireland in september. She is qualified in a number of areas and I am confident she will get a job of some sorts. She worked in Ireland from sept 09 to may 10. In the event that she needed to get the dole would it be possible?

I think she will struggle to satisfy the vitally important Habitual Residence condition.
