    Is being banned a prerequisite to post here, or can it be simply a complaint about a moderator.

    That's a matter of internal debate, but currently the charter for DRP states only bans/infractions, while the Helpdesk charter covers general complaints about mods and has the prefix tags to accommodate this.

    No, only the contesting of the infraction itself.

    Edit: you don't have any infractions to contest though.
