    Check ignition system.

The 1.3 Lancer that was popular in Ireland was always thirsty for such a small car. I know someone who had one and he said he could squeeze 40mpg but only through driving it like a pensioner. Mid-30's is probably realistic for an ordinary driving style.

Has it always been heavy on juice or did it just drop?

I could be wrong, but if it's the sane 1.6 DOHC engine that was in the Carisma there is no distributor cap. There are 2 coils mounted on top of the engine.

I had a 1.6 97 Carisma for a couple of years and it was the most economical car i ever owned, so maybe not. If it is the same engine it could be a dodgy coil, I think they were quite a common fault.
