Buyer is only responsible for tax from the date they buy although if they buy mid-month then have to tax it for the complete month and there onwards.

If the car was off the road you can declare that, there is a form and you need to get a guard to sign it.

Otherwise you are liable for the tax up to the date\month you sell it.

Neither of you have to pay it, they buyer just has to say that they got it with the tax out, then they'll only be liable for the tax from the date of sale onwards. there's no arrears for them as it wasnt their car when it went into arrears

Incorrect, previous owner is liable for arrears unless there is a reason (e.g. car is off the road) that they are not and that requires a form and a Garda signature.
