Barking puppies

Good afternoon all, just curious if anyone has any suggestions for the following problem:

We have two pups, one 7 months old and the other 3.5 months. The 7 month old is chilled and generally ignores things around him in terms of pedestrians, cyclists, etc. The 3.5 month pup does not and barks at everything (she was barking at her own reflection in a lake at the weekend). The problem is that the 7 month old will always join in if the 3.5 month starts up. I would of assumed that the younger would have taken the older's lead but obviously I'm wrong - any suggestions on how to get the younger to chill out and be as relaxed as the older would be appreciated.
