Are there people in your street with UPC? If not, you need to get them to collectively ask UPC to run a cable into the street. If there's no UPC service in your neighbourhood it's because they can't get access (typically because someone won't let them run a cable past their house) or because there's no demand.

If access is not a problem then you need to get your neighbours to sign a petition saying that if UPC cable the street they will sign up for TV and/or Broadband.

No demand? Why would they cable other streets in a city yet decide there was no demand in one particular street?

I've seen it happen that someone has refused access but with much of the cabling in urban areas installed from the 70s when there was no sky, it was rare that a person would stop his/her neighbours from being able to watch multichannel TV.

Perhaps there was a problem with serving that particular house or there was a problem with bill payment there before or suchlike.

What does it say on the address checker of the UPC website? I think the call centre staff are fobbing you off, if you persist in calling them or else insist on speaking to a supervisor then you might get the ball rolling. If you see someone working for UPC in the area, ask him about the situation and see if he could help at all.
