Problem with TV cable concealed behind wall

My UPC TV and broadband is coming and going erratically. UPC say its the cable behind the wall from the ground floor to my second floor apartment that's causing the problem. The cable is black on the ground floor and white when it emerges on the second floor. It looks like there are two cables joined together behind the wall and either the join or the cable itself is causing the problem. UPC says this is a job for an electrician but somebody on the digital forum suggested a TV installer might be what I need and to post here. This isn't something I can sort out myself. Can anyone help?

I would think it is more a job for a handyman/small builder, as it sounds like the wall will have to be interfered with to find the cable route and replace the cable with a suitable length of good quality cable.

Is there a possibility that the cable from downstairs is going to another room or socket elsewhere (first floor?), and is then looped to the socket you are using with another piece of cable?

If so it may be a loose connection at that intermediate socket.

Please correct me if I'm wrong, but is this not the responsibility of the building management company to fix any cables that are a part of the structure (ie behind the walls etc.)?
