Just a quickie. Need some advice on this.
Cat goes under car. Gets oil on fur which he can't reach to clean.
It's now matted to near solid. Cat hates even being stroked at any time. (pure White with very sensitive skin.
A grooming would cause injury to whoever attempted it.
I'm thinking vet may be only option. Would a vet knock him out and shave off the matted lump?

A vet will do this for you, as long as you cat is in good health and it's not risky sedating him. The vet will give your cat a good check over before sedating him anyway and may check him some more once he is zonked (looking in mouth and such). It sounds like it is the least stressful option for both you and your pet to do this, esp. if your cat doesn't like to be handled.
