Before submitting.....When I click on this pic you can drag it in and have it nice and small but when I submit post it's big again, Is there a way to make it stay small?

Short answer: Nope.

If you go to this site you get an option to create thumbnails and you can then use them to hyperlink to the bigger pic which is hosted elsewhere.
