Scooter tax problem

Just over a year ago I bought a Gilera DNA 50 scooter, it was taxed when I got it and the seller told me that he would post me up the tax book and so on. To date I still haven't recieved the tax book and the tax is up. Is the seller obliged to supply the tax book or can I register for a new one? Many Thanks
