Is there a limit on tobacco carried in hand-luggage?

I will be coming home from Germany after 2 months of cheap cigarettes and a great choice of tobaccos.

My checked bag will probably be max weight with clothes, etc so I'm wondering how much can I bring in my hand luggage? As I will have more than enough space for a few pouches in it.

There is a link in the charter to the Revenue website that you should read but basically what it's saying is that you can bring in as much tobacco as you like from within the EU once the tax/duty has been paid and with the proviso that the tobacco is for your personal use only. If you carry execssive amounts the customs officers might give you grief as they try to determine if the goods are for your use only.
The other restriction you will have is with your airline and to what they will allow (size & weight) as handluggage.

so there's no specification for where this tobacco is? ie having it in my checked bag is the same as having it in my hand luggage?

None that I know of.
At the customs check you will have all your luggage with you anyway so no matter where you put your goods they are equally likely to be checked.
