Second DE shave

I had my second DE shave today. Got my lather a lot better this time. Still not as close as I would like but I guess practice makes perfect. One problem I'm having is one area on my neck. The hair grains go in a circular direction. What is the best way to shave this area.

I used to always shave downward on the neck region but since I changed direction I've had to skin rash what so ever. I always do 2 passes though to get a close shave with a DE
