Dundalk Town Council Waiting List Assessment??

    I applied to go onto this list waaaaay back at the beginning of May to begin the process of getting rent allowance. I didn't know anything about someone coming out to assess me, and at the end of May when my lease expired I moved house. About a week after I moved I went to the council office and explained that I hadn't received a letter yet, was told the council man called to my house for my review but I didn't answer. I sorted out the misunderstanding and apologised (I'm new to all of this) and he assured me that all of my files were in order and that since I live literally a stone's throw from the council office, I could expect my second call-out within a fortnight at the most.
    5 weeks later I still hadn't gotten a visit (I've made it my business to be in the flat and available between 8.30AM and 6PM every day) so I went back in to express urgency on the matter (I go back to college in September on BTEA so I won't be in the flat at all for an assessment). The woman bluntly told me that she's not allowed to give me any assistance or information since he's meant to maintain the element of surprise and that he can call any time or any day within the next twelve weeks!! I asked if I missed him could I arrange for him to come back, eg, if he called while I was signing on (which is unavoidable) and she said no, since I could sneakily arrange a visit to my advantage.

    I'm totally at a loss of what to do here, rent allowance can't be cleared without this letter from the council, in fact, apparently the CWO wont even SEE me without the letter! I'm struggling as it is, without the added expense of college come September, and I'm afraid I might not even have had a call by then! Is there anything I can do or anyone I can speak to?
