Notice to a Building Control Authority

    We have been granted planning permission but it says in the letter that:

    "a commencement notice, accompanied by the appropriate fee, must be completed and lodged with Building Control Authority not less than 14 days and not more than 28 days before commencement of works or material change of use"

    What does this mean? To which authority does this clause refer?

    Also, there is a requirement to obtain a "Fire Safety Certificate". Which authority issues this? local, national??

    There is a standard form of commencement, you should get it off the planning website. Address and details will be included on form.

    What type of development have you planning for? Fire cert may or may not be required.

    Also, you must wait for 28 day appeals period to pass so wait for final grant (if not get received) then submit commencement notice with start date 3 weeks (for example) from date of signing of commencement notice.

    Fire Safety Certificate is not required for a private dwelling house,( if thats what you were granted permission for).

    The Commencement Notice is sent to your Local Authority - as mickdw said, see your L.A's form. The minimum notice is strictly enforced. Also keep the receipt number & date, as it make be required by your Certifier, when writing up your Cert. of Compliance with Building Control.

    Depends on the council. The further west you go, the less strict they tend to be on all matters from planning to building control.

    Doesn't lessen your obligation to submit a commencement notice, and if you do need to submit one you may as well submit it in compliance with the regulations.

    Very true... I suppose I've gotten into bad habits in recent years - where I work, people really don't pay any attention to planners, building control or fire officers & very rarely - if ever - is any of the legislation properly enforced!
