Best Value Mobile Dongle/Broadband?

    Hoping someone here can help me help my sister.
    My sister is looking for a mobile broadband service provider, and asked me which is the best value.

    All are priced on Bill Pay Plans and hopefully 12 Month contracts. I didn't check Prepay.

    Three offer
    3Broadband Active which is 15GB data @ €19.99 Per Month.
    But they charge €39.99 for the dongle that is up to 7.2Mbps Download.
    And €49.99 for the dongle that is up to 21.1Mbps Download.
    No Mention of Contract Length.

    Vodafone offer
    Bill Pay mobile broadband & stick modem which is 10GB data @ 19.90 Per Month.
    12 Month Contract.
    Free Dongle.
    No mention of speeds.

    O2 offer
    12 Month Plan which is 15GB data @ €19.99 Per Month.
    Dongle is €29.99 on 12 Month Contract. Free on 18 Months. €39 on six Months.
    Download speed 7.2Mbps

    eMobile offer
    12 Month Contract Half Price Offer which is 10GB data @ €9.99 Per Month for six months, and €19.99 for last six months.
    Free Dongle.
    Speeds are 7.2Mbps or 14.4Mbps (You Choose)
    Free access to eircom Sportshub (Sports News)
    Free Access to eircom wifi hotspots (Payphones) all over country.

    (Thought they were free to everyone :confused:)

    Meteor offer
    Broadband ToGo which is 10GB data @ €19.99 Per Month or 20GB data @ €24.99 Per Month.
    20GB is @ €19.99 Per Month on 18 Month Contract, or €24.99 for 30GB data.
    Free Dongle.
    Speeds are 7.2Mbps or 14.4Mbps (Think it is just 14.4Mbps now)
    Free access to public Wifi Hot Spots.

    I'm thinking eMobile has the best offers at this moment in time.
    So, is there anything i am missing there? Is there something i don't know about? Is there a better offer that i haven't seen?
    Does anyone recommend any of the above in particular?

    There is no best when it comes to mobile broadband. Whatever works for the individual is what they should pick. There is no way to tell this in advance, experience can and will vary wildly from one user to the next, and one operator to the next.

    Whatever she does, do not pick it based on price. It's a complete red herring. Pick one and try it. If it doesn't work, send it back and try a different one. This is the only way to choose.

    I think Three cut the price of the modem if you go in to an 18 month contract and it might even be free if ordered online, worth checking.

    All midband speeds are "Up to" and not actual speeds, i've been on Three for a while now and never gone above 6Mb/s and that 6Mb/s was a one off, more around 3-4Mb/s really early in the morning.
    Be very careful to check the out of bundle charges, once you go over the allotted data it could get very expensive.
