Upgrade late 2009 mac mini components or new mac mini?

Would it be worth it or too difficult and expensive to swap out the hard disc to a bigger and faster spin speed and ram to 4gb on a late 2009 mac mini? Also if I do replace the internal drive can you just restore from time machine onto the new one and carry on where I left off? I presume that I would have to go through…

I presume that I would have to go through bootcamp and windows reinstall again though or is there some sort of cloning possibility? A totally new mini would cost a lot and require a new copy of windoze so I'm unsure. Many thanks
